The Greasy Strangler is an acquired taste, one of which I have an appreciation for. There will be plenty of other people out there who would wonder what the fuck they're watching and either don't understand or simply don't enjoy this type of humour. As far as weird movies go, they don't get much weirder than this.

Heard about this movie probably back when it came out. An acquaintance of mine rather liked it, but after your review, I sort of get the feeling it probably wouldn't be for me.
Maybe watch both of these scenes and that will give you a good idea if it's your thing or not...
This is like a really fucked up version of Napoleon Dynamite. I find it funnier each time I watch it. Really bizzare.
